Is It Mandatory to Submit the Annual Report in Estonian in Estonia?

Yes, according to the Estonian Commercial Code, all companies registered in Estonia, including Estonian and foreign companies, must submit their annual reports in Estonian. This includes the balance sheet, income statement, cash flow statement, and notes to the financial statements.

However, companies may apply for an exemption from the language requirement if they have a valid reason. For example, having a branch of a foreign company in Estonia may be a valid reason, but each application is evaluated on a case-by-case basis by the Registrar of the Commercial Register. The Registrar will grant an exemption only if the reason provided is deemed valid.
