I’m Not an e-resident, Can I Start the Set Up?

Sure, that's not a problem. You can start the set up process even if not all company members are e-residents. However, you can activate your company once you've digitally signed using your e-resident card. In other words, you can only invoice your clients or open a bank account once you have your e-resident card and complete the activation process.

You can proceed with the Estonian company registration process later when all company members become e-residents. Just remember to provide the members' birthdates to continue configuring your company on Companio in step 2.
